Phases: The Phases are described as follows:

Phase 1: Capability Building and Organization Phase (February 1996 - February 1997)
      In this phase, the concentration of activities is on the formulation and development of a coherent mechanism and network on which the program will be implemented. These include the determination of target clients and their present and future needs. Linkages with different sectors are conducted. Different modes and schemes of S & T manpower development are tested and refined. At the end of this Phase, an initial model for a S & T manpower development program would have emerged in the four provinces of Region 7.

Phase II: Refinement Phase (March 1997 - February 1998)
     Fine-tuning of the initial model for a S & T manpower development program is the focus of this Phase. The program is fine-tuned in order to achieve the best productivity and proactiveness to the needs and aspirations of the target clients. At the end of this Phase, the final model of the project would be in place in the four provinces.

Phase III: Full Operations Phase (March 1998 - onwards)
     The S & T Manpower Development Program are fully operational requiring minimal and diminishing assistance from DOST 7.
