COSPO started in July 23, 1986, when the then Department of Science and Technology Region 7 Regional Director, Dr. Araceli Almase, convened the presidents of the different scientific and professional organizations in Central Visayas in order to foster complementation of the activities of these organizations. The result of this conference was the birth of the Confederation.

In 1989, COSPO became a foundation registered with the Securities and Exchange Commission and later became a science foundation accredited by the DOST.

Over the years, COSPO has been active in many fields of science and technology as well as in championing the causes of its member organizations. It continues to develop innovative programs and projects driven by a culture of excellence and integrity.
