General Objective: To evolve a private sector led mechanism for the advancement of experts and trainers in critical science and technology fields in Region VII
Specific Objectives:
- to identify specific critical S & T fields where experts and trainers need    to be developed;
- to formulate, develop and refine schemes for the creation of these       experts and trainers
Description:
     The Phase 1 of the project is geared towards the organizational portion of the project. Methods and procedures will be developed and operationalized towards the identifcation of specific critical S & T fields where expers and trainees will be needed.
     Consultations, fora and conferences will be conducted with relevant agencies, organizations and companies as well as member organizations of COSPO. Training for trainors will be conducted and evaluated. As much as possible, international standards will be followed to accredit trainers.
     Phase 2 focuses on fine-tuning the initial models of the developmentn of S & T experts and trainers. The program are finetuned in order to achieve proactiveness to the manpower needs of the existing and future industries in the region.

Accomplishments: 
-
made several consultations and fora with relevant agencies and the following are    the identified S & T areas where experts need to be developed:
            1. multimedia
            2. mechanical CAD/CAM
            3. database management/administration
            4. systems programming
            5. web design and development
            6. geographic information systems
            7. networking
            8. clean technologies
            9. desktop publishing
- 13 trainer's training conducted

- 30 local experts and trainers developed

- 15 linkages developed and strengthened
