Description: The project was initially implemented in three phases. Grants-in-Aid Assistance from the DOST 7 was requested for Phases I and II. Phase III involved the sustained implementation of the program under the auspices of COSPO. Implementation of Phases I and II also required the full cooperation of the different Provincial Science and Technology Centers since the program would cover the four provinces of the Region.

Accomplishments: The project was able to meet the objectives initially set forth as well as the goals and intent of the concept of the project.

A mechanism for continuing S & T manpower development is in place and there are good signs of sustainability. However, more efforts should be exerted to develop greater number of local resource persons. This is to offset possible turnover or migration of trained resource persons.
